Question about Paypal (US $ to CDN $ conversion question) (relates to rentals)

Questions for Canadians who accept payments in USD via Paypal, or to those in the US who have sent payments to Canadians in USD) (see below).

In the past I have had no problems with receiving payments in USD through Friends & Family - the amount gets sent, deposited and kept in my paypal account in US currency.

With a recent transaction, a friend transferred an amount in USD, but this time, Paypal ended up depositing the amount in Canadian currency (which I don't have a huge problem with), but in doing so, I ended up not receiving the same amount.

Specifically, my friend sent $600 USD (~ $750 CDN). However $722 CDN got deposited. I confirmed with her that she sent $600 USD and it was via Friends and Family. Thus it looks like Paypal took the $28 but it doesn't show up on my account where it went or what it is for.

The past two days I received two other payments in USD, that were deposited in full into my PP account in USD, so I don't think this is an issue of my account changing.

QUESTIONS:
1. Any ideas of what could have happened that I could contact Paypal to challenge? Did Paypal just charge me a crazy conversion fee without asking me?

2. For people in US who have sent Paypal payments in USD to Canadians: at any point in the process does it ever ask whether to convert it to Canadian currency?

Did she use a balance or q bank account to fund it? If she used a credit card, there's the reason...

She paid from her bank account.

PayPal is driving me nuts. They claim it is because the payer simply didn’t pay me the full amount. I sent them a screen shot showing what she paid (600 usd) From her bank account and what I will receive (722 Cdn = 575 usd).
