Question about NPB--ebay--UPDATE

I had someone win an auction on May 2 and pay through paypal the next day, but when they paid they took $1.00 off. I don't know why. I sent an invoice with the correct amt, shipping was a flat rate stated clearly in the auction, not calculated or anything. Just on the line where it says "seller discounts or..." they put in $1.00. Now I'm not sure what to do. I have emailed them twice, once that day and again on the 6th. My emails said:

"Congratulations for winning this auction. You currently have a balance of $1.00 remaining for this item. I will ship this to you as soon as the balance is paid in full."

But I haven't gotten any responses at all. What can I do? Do I refund what she's already paid then file a NPB when it's been long enough? This is just really strange, I can't imagine where the $1.00 came from and I don't want to budge on that dollar because she's not telling me why she took it off and I don't want her to think she can keep doing that to sellers. Is that petty, should I just let it go? She didn't contact me before or after the auction so I don't know what she's thinking. Has anyone ever had this happen? What did you do?


UPDATE--You all gave great advice, I refunded her money and sent a polite email saying why I refunded it and she emailed me back apologizing (said she sent the dollar by paypal, but I double checked and she hadn't). I told her I hadn't gotten the dollar so she sent me the full payment. She never mentioned why she took the dollar off in the first place, I wonder if this is just something that some sellers have let her get away with.
 
You can request your buyers info through Ebay and give your buyer a call.
I think the best thing to do would be to refund the money. Send her an email stating that you have returned it because it was an incorrect amount. You could then issue her an invoice directly from paypal, this way the only option would be for the buyer to pay the correct amount.
I don't know if you have a personal or business account with paypal, but I believe they would take their usual deductions from the second payment if you have a business account...so you would be losing double your paypal fees on your sale....if you have a personal account it wouldn't matter (if this is incorrect, I am sure someone will give you the correct info)
If this doesn't solve the problem, you will have to file a NPB.
 
I would send a refund..it would probably get their attention better plus as mentioned if she sends $1 separately then after fees you wont get what you need
 
I agree with DianeV. Go into PayPal and refund the money to the buyer. This will also cancel the fees PayPal charges you. Send an e-mail to the buyer explaining what you have done. Tell them to send a new payment for the correct amount. Then you will only get hit with one eBay fee. If you have them only send you the extra $1.00 they owe you, you will be hit with PayPal's fee on the $1.00 as if it were a new transaction. Then if they don't send you the money start the NPB process with eBay.
