question about future hotel/dining discounts

The last time we were in Disney was 2004 and thanks to these boards, when i called to book out trip for this Feb, I asked we had a code attached to our name and thankfully we did. Not 40% but still something. Anyway, my question is does everyone get an opportunity to book a future trip for a discount or is that just certain/ramdomly selected guests? And how do you get the good discounts/free dining offers? All by chance?
