Question about FP and Rider Swap

We have a party of 7 going to Disney World.

Two of our DD do not meet the height requirements for Soarin.

Since it is a tier system, do we have to book FP for everyone who wants to ride or can we book FP for 3 and then rider swap for the other 2 even if they don't have FP?

3 guests can ride on the swap so you'll be fine splitting up your FPs. The ones who ride on the swap will also enter through the FP line.
