Question About Epcot and Balloons

Hi all.

Just wondering if balloon vendors can be found roaming around anywhere in Epcot? I know they're sold in DHS and MK, and I know that they're not sold in Animal Kingdom. But I can't remember whether or not I've seen balloons being sold anywhere in Epcot. Does anyone know for a fact whether they do/do not?
