Question about dining plans and packages

My large family of 6 will be doing an extended dvc stay with a stay at a moderate resort. My wife and I will have annual passes and the 4 kids will have 10 day PH tickets. Can we get the dining plan for the stay at the moderate resort?

It would be a ticketless package and can only be done by phone.
