If I buy an AP today, can I access the hotel rates right away to arrive on Dec 21 even though my pass won't actually be activated until I visit the parks on Dec 21?

I'm not 100% sure about this but I think you need to activate it to see AP discounts online. But, you can call and get them.
 
You don't have to have an AP to be able to see AP discounts. You can even book a hotel with AP discounts before you have the AP, as long as you get the AP before check in.

You're going during a busy time so there might not even be discounts

But you do have to have an active AP to search online to see if an AP discount is available for any given specific resort, view category, room type, etc for the specific dates in question, unless I'm just way off in my understanding??

We never stay on site so I never look at the AP discounts on the hotels. Last I heard is that you don't need an active AP to be able to see and book a room with an AP discount. You just need the AP by when you check in or you're charged the regular price

I did this last week. It takes an hour or so and if you log out and log back in, you can see AP rates with a AP that hasn't been activated. I bought APs online and booked a hotel within a couple hours.

I just bought the pass and I could look at the AP discounts right after booking and it is well worth it.

we had annual pass rate once and they said as long as we had the pass by check in date we could get the rate.

Can you pretty please tell me how you did this?!? I've been trying to figure it out for months and over a dozen CMs have told me it's not possible. Again, inactive AP already linked to MDE yet I have no access to AP discount/benefit info of any kind:(

Log out, then go to special offers, then choose the Annual Passholder Special Offer then log in - it should then show you the rates. It worked for me right after I bought the pass.

Worst case, you just need to call and book it over the phone asking the phone agent what passholder discounts are available.

I've given up, been trying literally since July...I just need to book 2 dates in June 2017 so I'll start calling soon:)

It sounds to me like your AP isn't linked to your account? Maybe that's the problem?
 
I still recommend picking up the phone.. ticketless version of packages for AP holders don't show online so it's the only way to find out all the discounts and book them.

It's there. Under reservations and tickets my DVC reservations at AKKV in June show up and right under that it says "Disney Gold Pass" assigned to my name:sad2: The AP was even linked BY a CM cuz I called maybe 8 days ago to ask them to upgrade my AP w/the newly released 45yr anniversary benefits (since I bought this back in May). Which they said they did & I was on the phone w/her when she "re-linked" the new AP to MDE...Iiiiiiiii dunno, tech dept says it's cuz I don't have Chrome, AP dept had NO idea I could even make FPs, Reg. Ticketing said they just plain old couldn't figure it out:charac2: ohhhhh brother:o
