Puppy scam?

This is a very common scam in the dog world. As others have mentioned, it is just a variation on the Nigerian Bank scam.

AKC does not register mutts, a 9 week old toy puppy is rarely housebroken, you cannot just ship dogs internationally for $250.00 especially 9 week old puppies (I haven't shipped internationally lately, but I think the airlines won't take anything under 12 weeks for long flights), etc, etc. Heck, it takes double that to just ship your dog across the country.

Run like the wind and don't give these people any personal information.

This is such a painfully obvious scam. It upsets me that nice people like you fall for things like this. I'm glad you asked for opinions before you responded and hopefully you won't respond.
