Pumbaa Parking Lot

These questions are for those who know what the Pumbaa Parking Lot is.

Is this lot ever open nowadays - perhaps on really crowded days?

What's the parking fee (I know it used to free sometimes in the past) ?

When we were at DL last month, the Pumba lot opened a little after 10am each day, and was available to people who entered from Harbor Blvd. The parking cost there is the same as it is for the parking structure ($12 I think), but our APs include parking, so I'm not certain about the cost.
