this is our first cruise with kids and I'm just wondering if I should pack puddle jumpers for my kiddos that are 2/4 to play in the pool?

As long as they are Coast Guard approved, your children can wear them in the pools onboard. One note, the pools can be crazy, so it's a very good idea for you not to be far away.
 
My daughter has used hers at the pool and CC on two sailings now.
 
On the Wonder, they had life jackets (in great condition) available for the kids to use for free in all sizes. We packed one for an excusrsion in Mexico...and still used the ones on the ship at the pool. (ANd then you dont have to deal with drying it out)
 

The pools can be very crowded. Especially on sea days. If you are sailing on the Fantasy or the Dream there are 4000 passengers onboard. That makes for a busy pool area.

We brought my daughter's puddle jumper. It is a coast guard approved device, so was allowed onboard. But she really had no interest in the pools onboard due to the crowded kid soup as mentioned above. She wore it on CC and for our dolphin encounter/beach day in Nassau. She isn't as comfortable swimming in a life vest so I am glad we had her puddle jumper. We clipped it onto a chair on the verandah to dry.
