I'm not sure whom you called, but the Bahamas only requires US citizens to have a birth certificate plus a photo ID for those over age 18. Kids or adults. That's the minimum requirement. Some people feel quite strongly about having a Passport anyway for emergencies.

Actually, the age is 16 and over.

The minimum requirement for US citizens on a closed loop cruise (begins and ends in the same US port, and visits only Western Hemisphere ports) is a birth certificate plus, for those 16 and over, a government issued photo ID.
