PS cancellation fees?

I was checking out the newly designed WDW website and noticed that in the descriptions of the restaurants there is now a $10 fee per person if PS arrangements have been cancelled within 48 hours or a no show. When did this policy take effect? Are credit cards now required for all PS arrangements, not just for caracter meals?
 
Not as far as I know. But I know that these are the guidelines for Cindy's, Fantasmic Package and any other PS that I have to book with a credit card i.e. if we are a large group.
 
I think it's Disney's way of curtailing multiple ressies for the more popular PS's or those during Special Days. Also from stopping someone trying to "sell' their PS!.

It's just a party of two for us and I had to give my cc for Fantasmic Dinner package.

Even though Disney is aware their website is putting this on EVERY PS restaurant for over a month now, they still haven't fixed it. The only time you have to worry about a no-show fee is if you are asked to give a credit card number. The cancellation policy should be explained to you at that time.
