You don't need one for Disney, but you will if you are flying to Disney. The airports, at least mine does, require proof of who they are and that they are related to the person flying with them.
As mentioned in a previous post, you will want to get a medical authorization from her parents with their insurance information. On the same note, you'll want to have a list of any allergies/medications and phone numbers for her regular doctor.
