Problem with a chocolate frog

Any ideas who I should contact about a bad chocolate frog? It appears it got wet? The package was difficult to open (the sides were fused together) and the frog itself is covered in icky yellow and black stuff. Fortunately, I bought 6 and have checked all the others and they are fine, but I'd still like my money back for the ruined one. I think we got at the Trading Company in IOA.
