What is the tag fairy and what do they do?

No such thing as a stupid question here!

The tag fairy lives on the boards and sometimes visits posters and leaves a little of her magic in the form of a comment under the poster's name and avatar. She (or is it a he?) cannot be summoned and only visits when she wants to, not when she's asked to.
