How does someone send a PM?

Why can't I start a Conversation:

If you would like to send a message privately to another member you will need to start a Conversation. You must have at least 10 posts before you will be able to start or respond to a Conversation.

Looks like you just hit 10 posts so you might be able to now.

Does a reply to a post count towards the 10?

Yes but I think it may take a bit before it's active. Once active, you will see the "start conversation" button when mousing over someone's user name.

Are the functions the same on hand held devices as compared to computer

1. You have to be a member at least 24 hours
2. You have to have at least 10 posts OUTSIDE the DVC forum (I don't know why)

As for mobile vs computer, no idea. I find this site unbearable on a mobile device.
