Priority Seating for Character Dining

We are wanting to book ps for 2 character dining restaurants at magic kingdom on new years eve so need to book on the earliest possible date to get reservations. The first day we can book is 2 October 2003. Does anyone know the earliest time we can book on that day (uk time not usa time)?

Disney Dining opens at 7am 'Florida' time - 12 noon our time
