As far as I know, just the location.

Disney Regular Character Dining includes the following locations: Plaza Inn on Main Street, PCH Grill in Disney's Paradise Pier Hotel, and Storyteller's Cafe at Disney's Grand Californian Hotel & Spa for breakfast only. Disney Premium Character Dining is valid at Goofy's Kitchen at the Disneyland Hotel and Ariel's Grotto at Disney California Adventure Park.

Another difference is that Goofy's and Ariel's serve breakfast and dinner, but the other character dining locations are only breakfast. In my experience Goofy's has the largest buffet and biggest variety of foods. Ariel's has a menu to order from: shared appetizer plate, entree for each person, shared dessert plate. Both Storyteller's and Mickey's Surf's Up have the option to order either buffet or from the menu. Minnie's breakfast is buffet only.
