No. Once you walk away from the ticket booth with your AP your year starts. You can order the AP online, then take the voucher to the gate, and go to the ticket booth later in the day and get the actual AP.
BUT...
Since Dec 31st is the busiest day of the year, I'd probably buy a 2 day park hopper online and upgrade on a different day, since you'd get 13 days from first use.
This was my thought also, except we have early reservations for breakfast and wanted to use the discount. I may send my husband over in the morning of the 31st while I finish getting ready. I wonder how early the ticket booths open and what time people line up on NYE.
When we got our APs, all the adults had to be there to show IDs and each of us had to sign the paperwork verifying the info (e.g. name, type of AP,valid dates for the AP, etc) so I'm not sure just sending one person for the whole group will work. He would be able to get his AP and use it for the dining discount.

I had not thought of that! I was going to meet him when I was ready, but he can just get his and I will use a park hopper the first day and get mine on the 1st.
If I bought the vouchers on line, and used them to enter the park,
1. would we get the discount at breakfast?
2. does the AP have to be processed some time that day?

How many APs are you buying? The ticket booths do open before the parks, you could just go really early, get in line, and have the APs before you enter. That way you won't have to leave the park to process them later. There is going to be a gate closure on the 31st for sure, so if you're planning to stay until midnight, not having to leave and not having to go to the ticket booth at the end of the night will be an added bonus.
They can only be processed at the ticket booth. They may sell the voucher at the hotels, but I kind of doubt it, since the ticket booths are so close and you have to go there to process it anyway.
Yes the discount will be worth it by the end of the day, we have 2 reservations and figure $100 each time. Our first reservation is already for 7:10am and the park opens at 8:00am. Plus any shopping, snacks, a third meal ect...
So many decisions, I will see what my husband wants to do. It sounds like our best option would be for him to line up early while I get ready or for both of us to go early and get them before the park opens.
When you get your premium pass always double check to see if they give you your discount. Especially when you are buying any type of merchandise. We have had the premium passes for a little while now and half the time when we buy shirts or other stuff they don't give us the 20% discount. I've learned you have to watch it closely.
If you buy online and take the voucher to the turnstile, what do they give you at the turnstile to get in?
I can't remember what they did years ago, but maybe they would give you something that would say it was a PAP so you could get the discount before going to processing center.
