Where on site is the best place to buy PAP

Is the parks and if so, is there a special ticket office or do you buy at the normal booths.

Guest services at each of the four major parks will have them, as does the Disney Store (at least the one near me!)

How about the MCO airport? Can you get APs there and are they the same price? DO they come activated?
