If my wife and I both have Premiere Pass for our Epcot day and she doesn't want to ride GOTG, can I use her magic band to ride twice? I figured it would be OK since it would already be paid for and I'd hate to see it go to waste. Thanks!
 
Officially No but you can always give it a try. Note that your wife's name will appear on the CM console when you tap in to GotG.

I would place the odds of being turned away for using multiple Magic bands only slightly higher than being turned away for being over 2 hours outside of your reservation window. Both probably have a less than 1% chance of ever happening.
 
We have done this many times. We've let our kids use our LL for rides we don't care to do. They've never had a problem. We have bought LLMP, LLSP and LLPP and all have worked without any issue. The most recent example was in February. I let my DD18 use my magic band to ride Rockin Roller Coaster twice. We had LLPP. So she used her LLPP and then used my LLPP to ride a second time in the LL line.

As long as your wife taps into Epcot before you try to ride, it should work. It will not work if she doesn't enter Epcot at all before you try to use her MB to enter the GotG queue. That was a loophole with the older FP+ system that Disney closed long ago.
