Nope, due to capacity issues. They are very strict about this.

If you need to add a person to your ADR keep trying. You could look for an opening for 2 people and then just ask the CM at the podium to try to seat you all together. You will only be allowed the number of people on your ADR to enter the park. I have never seen an exception, although I am sure that there may have been a lucky person who was granted a little Pixie Dust. I know I was never willing to gamble on that slight possibility so I kept searching until I found a spot for all of us.

Nope. They need to be on the ADR or they will not be allowed in. Keep checking for an ADR for your whole party size, or even for a party of 1 around the same time.
