I did find that out shortly after I posted... it's been very close if not over 24 hours now, and I am still unable to "start a conversation"... hoping it is enable very soon!!

It can take some time (anywhere from immediately to a couple of hours) for the system to recognize you've achieved the milestone necessary for the options to open for you.
