We are think of just doing a DVC trip next and wondered if we can add on dining plan if not doing parks????

Yes, but you will need park admission if you plan to dine in any of the parks.

As Chuck said you can do this. I actually think it would be kind of cool to hear your experiences when dining exclusively at resort restaurants and Downtown Disney. Please do a trip report and let us know how it went when you get back!
