Possible hop (one-day visit) - question about upgrades and ADRs

We are going to be at WDW for one day only this spring - Easter Sunday. My daughters (ages 14 and 9) want to do MK - nostalgia for the older one and rides for the little. I'm trying to decide if we can handle a full-day-from-rope-drop of MK that day, based on crowd craziness, because I've read some differing opinions. I'm wondering two things, as contingency plans:

1 - Can we upgrade to Park Hoppers that day at the park, if we decide we need to escape to Epcot?
2 - If we have ADRs at MK but decide to skip out to Epcot, are we penalized for cancelling our reservation? We have a 3:50 at Skipper Jack's right now and I'm thinking that if we bailed, we would do it before that reservation. (Plus, it's more fun to eat in Epcot anyway.)

I don't want to buy the Park Hoppers in advance if I don't have to, because that's $255 I won't have to spend if we decide we can handle the MK crowds.

Edited to add: No, another day is not a possibility. We are only in Orlando from Easter Saturday afternoon until Easter Monday morning.
 
1. Yes, you can do this at guest services no problem.
2. Yes, you'd pay the fee if you don't cancel at the 24 hour advance mark - I believe it's $10/person on the reservation.
 
If you decide you don’t want to eat at Skippers, you can modify it on the MDE app to a different date and then cancel.
