Port Security Question

I know you're not supposed to lock your luggage at the airport so the TSA can search if need be, but what about at port? I haven't read how they screen luggage and if we need to keep our luggage unlocked.

And on a related note, what organization is in charge of security at cruise terminals?

I noticed at the port they have similar pass-through scanners, although I don't know they have the same firepower as the TSA ones.

About the locks, I've never been told anything, but always use key rings to hold the zippers together. They aren't locks, but they do the trick, and could probably be cut easily if they needed to get in.

I have this fear of all my belongings and undergarments strewn about LAX. Or worse, some enterprising TSA official exploring for goodies in my luggage. Hence, the key rings.

We use zip ties for every leg of the trip from the airport to the cruise ship and back. It has always worked well. We also remember to pack a pair of fingernail clippers in the front pocket of the checked luggage so we can open them. I think they've only been opened once but they were easy very cheap to replace! I think the port security is provided by whomever owns the port building but I'm not positive on that! I do know that there were port police on the pier on our 5-1 cruise just walking around before we left. We waved to them several times from our balconies.

That's not bad. Last year in Cozumel there were military guys with BIG guns patroling the dock. I wasn't prepared for that. Glad they were there "protecting" the ship, but it was a little unnerving too.
