Port Canaveral Parking Deck

We have cruised out of Canaveral numerous times, but only parked in the deck once. We may be parking in the deck again in Feb. However, I noticed that there are 4 ships in port that day including the Wonder. One of them being Oasis of the Seas, which will bring in a ton of people. Is the deck across from the Disney terminal just for Disney cruisers, or can anyone use it? I am asking, because with that many ships in port, I am wondering if there is a chance that the deck could be full? Per the port website, they do not offer the pay in advance like they did when I parked there last time.
