We love both resorts. There are lots of people wondering the same thing, and there have been some similar threads. We usually feel that the pricing of these resorts makes them each about an equal value, with WL having enough extra features to justify its slightly higher cost. We particularly enjoy having interior hallways, a covered walk all the way to the buses, and balconies at each room. The location of WL is also convenient and beautiful, since being on Bay Lake allows great boat access to MK as well as to CR and Fort Wilderness. POR has the benefits of a larger QS food location and nice boat transportation to Disney Springs.
During the construction the amenities that are currently unavailable are the beach, villas pool, boat rentals, kids club, spa, workout room, and the lobby elevators. If any of these are super important to you, or you don't want to see the construction around the resort, then it might tip the scale in favor of POR. On the other hand the key amenities such as the boats to MK, CR, and FW, the main pool, and all the restaurants are available, and with lower crowds at the resort with the South wing not being in use it might be nice. In our case we are booked at WL for this September and looking forward to it.

If you do stay with POR, you might consider a Preferred Room. They cost less than a Royal Room and don't have the fancy touches, but are guaranteed to be in one of the Alligator Bayou rooms closest to the lobby and food court. With this option, your walk to the lobby and main bus stop will likely be shorter than at WL. No matter what you go with you can't go wrong and should have a great time.
