We are due to stay in the Allstar Resort in April but are now wondering if it would be possible to swap to the Pop Century Resort as this is the same price as the Allstars and newer

Who have you booked with? If you've booked directly with Disney then you won't have a problem at all. Just phone CRO and tell them you want to switch your reservation.
