I know that DVC members are allowed to pool hop to certain resorts. Is this also allowed if you are staying on rented DVC points? If so, what are the exceptions?

Sorry, no. There are no DVC perks available to persons compensating the member for their stay. If you were a guest of the member (and not paying them for the reservation) and staying with the member, you would be able to pool hop with the member.

Since you paid the member for the reservation, you are not entitled to any DVC perks.

sending my brother and his family to WDW w/o me - they are allowed to pool hop - right?

Not as far as I know. It's supposed to be for members and they are not members. Check the DVC website and I'm pretty sure it mentions showing your member card.

Disney can allow anyone they want to PH but as I understand the current rules, it has to be a member staying on points at a DVC resort to PH plus other restrictions apply. Even if you were on the trip, you'd have to go with them to make them legal pool hoppers assuming all the other criteria were met.
