Pool hopping at DLP?

No it is not allowed. You can only use the pool at the hotel you are booked at. If your hotel does not have pool you can not go to a pool in one of the other hotels.

The only exception to this , is if your hotel has a pool and it is closed for a specific reason. You will be told that guests at x hotel can use the pool at y hotel when you check in.

In the last few years the hotels all got refurbished one after the other. So for lengthy periods there have been pools closed and people could visit other pools. So you can remember it correctly that it has happened.

Other thing you could have read is that it's a perk for the highest tier AP. They can make a reservation to swim at any of the resort pools without staying there.
