What happens to points if Disney shuts down a resort, ie for a hurricane, or other disaster? I'm going to VB in Sept, in the middle of hurricane season. Also, I borrowed from o those points go into Holding, or will they be returned to the 2015 UY?

Read it carefully, it's very specific. It must be a warning, not a watch and it must cover the destination or home. It does not cover flight routes or similar. When I first read the title I though you were going to be asking about what happens if the resort is damaged and while I don't think this is what you're asking, I'm not 100% certain so I'll answer it. If this happens and there are plans to rebuild/repair, you're be canceled and get your points back and could use them elsewhere. I'm sure they'd be lenient on the banking options but would not be required to. In the event the decision were made to close the resort or portion permanently and that's what you owned, you'd cease to own those points and would get any proceeds left over from insurance, etc.

Could they really allow the VB points to be used elsewhere while the resort itself is not available for occupancy? Perhaps Disney owns enough points to cover the repair period, but if not, or they choose not to use Disney-owned points for that purpose, wouldn't it be a case similar to "overselling"?

Yes, and they have done this in the past while VB was closed for hurricane repair. One year, DVC offered the resort to other hurricane workers while the VB area was being restored. DVC was very generous with its members and also with other area relief workers.

VB is the only DVC resort to actually be completely closed while restoration was being accomplished and the owners there still were not assessed for the damages caused to the resort as insurance covered the expense.

All the resort POS's I've seen essentially say that if a resort is unavailable temporarily, one can use the points elsewhere but if the resort or portion unavailable permanently, the points cease to be part of DVC.
