I am still struggling to fully to understand points use and and reservations and am hoping for some help with the following scenario.

Say I own 100 points at Bay Lake and 100 at Saratoga Springs, both February Use Years.

On February 1, 2019 I make a 100 point reservation at Bay Lake for November 2019. Then on March 1, 2019 I want to make another 100 point reservation at Bay Lake for January 2020.

Do I have to borrow my 2020 Bay Lake points to make the second reservation or can I simply make the reservation and then ultimately use my 100 Saratoga Springs points to pay for it in January 2020?

With a Feb (2019) use year, a January (2020) trip of the following year is still in your 2019 use year; you will not need to borrow but you can not use your Saratoga points at BLT until the 7 month mark. But also understand that if you are traveling for November 2019, you can make that reservation (with home resort points) in December 2018 and for a January 2020 trip, you can make that reservation in February 2019- your points only have to be in your account on the time you travel.
 

Points can only be banked during the first 8 months of your UY. Your UY is not a calendar year. Points need to be available during the dates of your stay, not when you make the reservation. Banking moves points one UY forward, borrowing moves points one UY back. Banking and borrowing are final transactions and can not be reversed.

Use home resort points for bookings at 11 months and your can combine home resort points at 7 months.

Not necessarily. You can only use unused points from another resort at 7 months IF there is availability. You would have to rebook or modify at 7 months with the 2nd home resort points. You could also keep your first reservation and then add on additional days with the 2nd home resort points. Again- this is all based on if there is availability at 7 months.

Any reservation made 7-11 months out will require home resort points. This a reservation made at BLT requires BLT points. Any reservation made at 7 months or less can use any resort points so SSR points could book BLT. There isn’t anyway around this rule. There is the additional rule about points bought resale after 1/19/19 in that they can never be used at Riviera and new resorts (Reflections, etc.)
 
OP if you make a BLT reservation on February 1, 2019 for November 2019 you will have used your February 2019 points. If on March 1, 2019 you decide to make a BLT reservation for January 2020 you will need to borrow the points from your BLT February use year (a January 2020 reservation is still in your February 2019 use year). Just a reminder that borrowing and banking are final transactions. You would only be able to use your SSR points for a BLT reservation at the 7 month window.
 
Stop thinking of UY as when you can book. It is when you can travel.

You can travel on your February 2019 points from 2/1/19 through 1/31/20. Home resort booking on those points can be done as soon as 3/1/18 for a stay beginning 2/1/19.

You cannot just swap out home resort points with non-home resort points at seven months out if there is no vacancy at the home resort. That would defeat the home resort advantage. However, if there is a vacancy for the exact same reservation you booked with your BLT points, you wind up rebooking the BLT stay with SSR points and cancel the BLT stay with BLT points. But you cannot expect the reservation you just cancelled to still be there to book with the non-home points. It may go to the waitlist before you can rebook it.
