Generally they do not change bus load zones at the parks. They may make some minor temporary changes based on crowd control issues (for example they may split up the PO into RS & FQ or they may add TTC buses at MK during peak times by moving the POP busses) but 99 times out of 100 these are the load zones you will find POFQ busses:
MK - normally 5 but FQ is at 6 during park close
Epcot - 8
DHS - 14
AK - 6
DTD - 1
Also keep in mind that when you leave POFQ there are 2 depots right next to each other:
Depot A goes to Epcot, AK & DTD
Depot B goes to MK & DHS

About a year ago, the POFQ load zone at MK was 11 (first one all the way to the right). About a year before that, I stayed at CBR and it was that exact same loads zone. So it's changed at least 3 times in the last 2 years.
And I can say that about every CBR load zone. I mean, during my first trip I didn't pay any attention to where POFQ load zones were, but during my second trip I of couse needed to know POFQ's zones but I paid attention to CBR's as well. I'm weird that way, I notice such things.
So in short, my experience differs greatly from your statement.
The parks have been the same now for over a year. (and I can say that because I have been wearing purple for 14 months now)
The loadzones at the parks are exactly as MICKEEP said. The only thing that I'll add is at MK, POR and POFQ are #5 until around 3pm, then they split with POR in #5 and POFQ in #6 and they stay that way until usually just after official park close.
