Is the new Harley Davidson shop open yet? And if it is, do I still need to pay admission to PI to go shop there?

I believe the new Harley shop is now open.

No, since the new Pleasure Island Ungated scheme was introduced last year, you don't need to pay PI admission to get to any of the PI shops, even after the clubs open at 7pm. Before that, you could still get to the PI shops for free before 7pm.
