Went here once in college and it just wasnt my scene, but to each their own :)

My confusion is-do people need to pay the $24 admission just to enter even if they are not going to the clubs? I can't imagine paying an admission fee to just go shopping or eat at a restaurant.

Is there something I'm missing here?
 
No...you pay $24 to get the wristband...walking around is free. You don't even have to pay the full price...there are other options including getting the little park option on a multi-day pass. Then you get to choose if you want PI, a waterpark, DQ or mini-golf.
 
They changed it a few years ago. You used to pay just to get on the island after a certain hour. Now you can walk around and only pay if you want to go into a club. I highly recommend the Adventurer's Club!
 
You can walk around all day without paying a dime.

To enter any of the clubs you will need either a single club admission ticket (to get into just one club) or a multi-club admission ticket if you want to club-hop.

They've been offering an option now for a while that gets you 5 additional nights of fun at PI for only 5$ more than the one night multi-club admission. Certain clubs (like the Adventurer's Club) REQUIRE the multi-club ticket for entry.
