Please explain the 90 + 10 day rule

I thought that I could only book ADR's 90 days out, and because we are staying onsite I get to book for 10 days of our trip straight off instead of calling everyday, but Iv read a couple of threads where people have ADR's booked more than 90 days out, so if Im staying onsite can I make my reservations 100 days out instead of 90? I dont understand how someone could have a Le cellier reservation 94 days out if Disney say they are only taking bookings 90 days out?
 
If you are staying on site, you may call 90 days from the day you check in and book restaurant reservations for up to 10 days after that date.

The 90 day rule has been in effect only since December 23. Several restaurants, like Victoria & Albert's, Cinderella's Royal Table and the dinner shows, can now be booked until June 19, but they will also be 90 day bookings as of March 21.
