I do know that at DLR it is called Mickey's Trick-or-Treat Party. The other name is what they call it at WDW. I know you can dress up and it is at DCA.
AP holders can buy ticket now and I found this on the Disney site in the AP holders section:

Price seems to range from $32 to $42. But I don't know when non APs can buy them or how from another country. They will sell them on their site, but I don't know if you can buy them from there. Maybe ask your
travel agent if you are using one.
I've never been so I can't tell you more than that.
