Please explain--difference in Express line for resort guest and everyone else..

Is there an Express line that just anyone can use that is sort of like the Disney Fastpass and then something different for resort guests? I keep reading about resort guest not having a very long wait, but then again I have read that FOTL is only for VIP tours. Is there a totally separate line that resort guests get in versus the Express line? Do resort guests have to get an Express ticket just like everyone else. Someone please explain the difference in detail. We will be at the Hard Rock 05-31 thru 06-05 and hope to have a short wait for our favorite attractions.
 
Anyone can use Universal Express. The main difference being that regular guests must use their park ticket to get an Express pass to come back at a certain time (like FastPass). They then go to the short/ non-existent express line when their time frame arrives. Hotel guests use the same Express line, however their room key is their Express pass. No need to wait for a certain time--just show the room key.
