when are these pass activated ? when you get the voucher or when you trade the voucher in ? how long do they give you to trade the voucher in?

If you buy the passes before your trip (through The Disney Store or over the phone), the vouchers themselves do not expire. Once they are activated at the main gate, the expiration date is a full year.
