Please clear up confusion about Budget FastBreak & Dollar FastLane: counter vs garage

I have been reading the rental car threads, but have gotten myself confused. Can someone provide definitive answers:

For Budget FastBreak, do you stop at the counter (special line?) or go directly to the garage?

Same question(s) for Dollar FastLane.

From what I have gathered about Budget you go directly to the garage counter and they hand you a set of keys to a car in the class that you reserved.

I only have paid attention to Budget because that who I am renting through.

With the Dollar Fast Lane, there is a separate line for the counter. The next available agent will call you, and then you walk to the garage to get your keys.

PS. on our last trip we had reserved an economy car. The agent offered us upgrades to a Pacifica for $15 per day or a Lincoln town car for $9 per day. We said naah and when we got the keys we had a Lincoln town car! Most of the time I end up with red Dodge neons!
