Plaza patio for HEA?

How is the patio for the Plaza used during HEA? Is it open to everyone? It seems like a missed opportunity for WDW to make money off of preferred seating party.

It is open, but it's first come, first served in terms of seating and it's right behind the Plaza Garden which is reserved for those who paid for the Plaza Garden dessert party and there are umbrellas everywhere which would block a lot of the view. WDW has already monetized the Plaza Garden and the Tomorrowland Terrace for HEA.
