If true then confused why Disney would leave money on the table and not have Halloween Firework packages

Disneyland left Magic Happens Parade package money when they did not schedule packages from July 15 through August 22.
Maybe they are phasing out these packages (for now).

I would assume these are easy money makers but I guess not
