It is still included in the Platinum plan for this year at least.
1) I guess too many V&A dinners were from Platinum Plan.
2) Think of it as an improvement on the plan.
3) How, I don't know.
4) But, WDW never takes away, just "improves"

How do you know? If you look at the link I posted and scroll down to dining it says "signature dining experiences excluding Victoria and Alberts"
I can't find that line anywhere?
It's a bullet point under "Special Dining Experiences" as follows (cut and pasted). I put the bold font on the line in question.

They also improved the heck out of Pleasure Island (if they were looking for a ghost town).

I just booked my reservation for August, and while the CM was explaining the pricing she said "Oh, you're on the Platinum plan, your plan covers this meal."
So, Victoria and Albert's is still on the platinum plan. Weird wording on the Disney site.
