Can you make reservations on the dining plan at Planet Hollywood and is there any surcharges?

Yes you can make them. I don't know of any surchages besides the tip.

I just got of the phone with a CM for the second time and he confirmed that Planet Hollywood isnt accepting ressies in April at all. Not sure if they are past april or not.
