I lucked out and had a 20 minute wait for this on Sunday (which was a very crowded day). It was windy that day and they closed and emptied Toontown during the fireworks. We got in line after Wishes and had a 20 minute wait (we were at the back of the crowd waiting to get back in).
It may only be if the wind is blowing a certain direction, not sure. But if you are there on a windy day, it is worth trying out.
