Is the blue Pixar collection available at WDW parks and or DS? I didn't think I liked it when it was released, but it has grown on me. TIA

According to the shop parks app, it is available in Disney World but it doesnt show whether or not any stores actually have it in stock. It also looks like it is a passholder bag so I am not sure if only Disney World passholders can buy it.

I do have an AP, but it was originally for sale on disney.com and is now out of stock with the wallet on back order. Thank you for the response.
WOW, I never saw the Passholder one before. Thank you for that, I might need that.
