If I'm not staying on Disney property, but am staying at Bonnet Creek (local area), could I go to Polynesian to get the ice cream? I am a DVC member. Thanks in advance.
 
Maybe depends how you plan to get there. Take bus you will be good but the guards at gate might not let you just drive there not sure.
 
To add, being a DVC member gives you no special advantages to visiting resorts over any other off or even onsite guest.

As mentioned, they have been monitoring those who drive but read reports people have been successful visiting for shopping and dining, even without a reservation.
 

On our return trip this afternoon from the Character Warehouse our Uber driver was waived right through without the gate guard verifying if we were a guest or had a dining reservation. YMMV
 
The hotel side at Poly is closed, so I would think they don't have problems with the parking lot being full. Maybe they may be more strict if you go early morning, just to avoid people parking to go to the parks.

In theory, the answer would be "Only if you arrive by Disney transportation. " Parking, however brief, is only for registered guests and those with a dining reservation.

In practice, people have been successful driving up to the gate and gaining entrance by just saying that they want to look around or shop. It depends on the guard.

With the hotel side being closed right now, I don’t know how strict they are being with parking. They might want the revenue from making non-hotel guest park at the TTC, since they’re currently in the business of nickel and diming guests at every turn.
