If someone has a pin code attached to their name, are all of the pin codes the same offers for everyone or do the offers differ from person to person?

It seems when PIN codes go out, the offer for that particular PIN offer is the same for everyone who receives it. There are different offers that go out at various times during the year though. The one that is out now is for room/tickets/dining all included. Some PIN codes are for rooms only but I believe it's been a few months since any of those were sent. Someone please correct me if I'm wrong about this.
