Pin Code Assignment

Does anyone know what they assign the pin codes to? Ex. Do they assign the pin code to a home address, email address, phone number?

Between my wife and I, we have 6 different email addresses that we log into Disney.com with. We have saved trips on each log in name.

If they assign a pin to a home address or home phone number then I am just wasting time in hopes of getting a pin code. If they assign it to an email address than I am not wasting time. lol

My brother and sister in laws went with us 5 yrs ago. They aren't registered on the Disney Site and have never even looked at the site as far as I know. They received a code in the mail a few days ago (free dining). We can't use it this year, we need a room discount for late August. Anyway, when I was booking our room in August the CM told me anyone that you have ever traveled with, if they have receive a PIN code you could use it. I think it's tied to your name...........
